In ancient myth space was sometimes called the "ocean" (cf (blue) sky
continuation of sea; ice; watery planet X, lt waves), and planets
called "(floating) islands". The ancient "fish men/race" &/or
"amphibians" were figurative for alien astro-nauts and not literally
(only) from the ocean/sea. (Aside from Flood connection.)
The fish race could also/alt be for seafaring race (or good swimers/
divers (cf "aquatic ape")). (Sea-power came before land-power, refs J
Nienhuis, A Hitler (cf Hapgood).)
(Perhaps also deep/waters reps subconscious/emotions?)
Similarily the bird men = aerial/ethereal = sky = space (cf winged
angels, soul butterfly, winged serpent).
(Air considered to rep intellect.)
