The police dispatcher did a brilliant job using Horn's eyes to
evaluate the situation, asking all the right questions.  It was
evident to the dispatcher and to all who listen to the tape that if
only Horn had stayed put calmly relaying information to the police
things would have been fine.  There was a non-uniformed cop watching
outside before Horn went out to challenge the thieves, and
reinforcements arrive seconds after Horn fired.

In the state horn went out he could easily have shot the non-uniformed
cop had he made himself conspicuous.   And the dispatcher warned him
of that.  I say the dispatcher had a grasp of the tactical situation
well above what can be expected from a remote operator.  He knew that
the main problem was Horn, not the loss of some property, and he was
right.

Nobody seems to have asked the question, why a third shot?   Several
seconds pass between the second and the third shot.  It's
inconceivable that after the second shot, Horn would have been under
attack or threat that he had to fire again.   For what Horn says it
looks like the third shot was to finish off one of the men that was
getting away fast, maybe wounded.
