You are not correct about a police dispatcher who works in the police 
station and are normally police officers. A 911 dispatcher is located in 
an emergency management facility with communications to hospital EMS, 
fire department dispatchers and police department and sheriff departments.
NO Horn is not my hero, I think he was stupid for going out, but I will 
not fault him because he was within his rights to do so. He would also 
be stupid if he believed the LEO would arrive in time to save the day, 
just never happens.
