The epaulettes on these jackets have a wool fringe round them, thus:

It looks like I could make it like a long straight pompom, wound round
card of the right width, if you see what I mean... My trouble is, how
do I fix the loops of wool so that they can be trapped between the two
layers of cloth like a piping? After it's fixed, I can cut the loops
and trim them to the right length (about an inch).
The pompoms are just made with standard Aran knitting wool, so if I
experiment and the first ones fail, I can easily get more wool.
