Actually, it the quote was "No man will be a sailor who has
contrivance enough to get himself into jail; for being in a ****p is
being in a jail, with the chance of being drowned." Its from Boswell's
Life of Johnson.  Since Boswell was a fairly honest guy, we can assume
that the attribution to Samuel Johnson is authentic.  The date is
sometime in the mid 18th Century.
