public debates on American War of Independence

At a certain point, the British decided to stop fighting the Americans
in the American Revolution (which I think the British call the American
War of Independence). I'd like to know more about the process by which
they decided this. For example, are the debates in Parliament summarized
or edited in an easily available source? Ditto for editorial opinion in
British newspapers of the time.
