Probably. He's also probably thinking of Lincoln allowing a march past
of Confederate troops - disarmed of course. During the March past he
surprised a hell of a lot of them by ordering the Union brass band to
play Dixie.

There's a long way between that and what the original poster was
suggesting of course.
