In heraldry, a "bar" is one of a number of horizontal stripes.
It was a national flag, not a battle flag per se (except insofar as a
national flag often appears on a battlefield).

If you mean a flag with a red field, a blue X (saltire) edged in
white, and some number of white stars on the saltire -- the one that's
most famous today -- then that was a battle flag used by the Army of
Northern Virginia, as well as the naval ensign.  But many other flags
were used in battle, including flags down to company flags, state
flags, older national flags, et cetera, as explained at
