It is correct that the Speer model of Presidential succession would
bring Texas Governor Perry to the Presidency because the Republican
Governor of a bigger state would be Arnold Schwarzenegger, who is not
eligible for the Presidency. 

Query: Is that not acceptable to a nation that twice elected as
President  George W.  Bush, who had been the preceding Governor of
Texas?

It is also true that Governor Jester of Texas would have been the heir
to President Truman, and he was a segregationist. OTOH, Sam Rayburn, the
OTL heir to Truman, would not be mistaken for a civil rights agitator,
so whatever disparagement of civil rights circa 1947 would have been
marginal.
