Big appears evil

Is it so that the people in really big nations tend to think that the
government is more evil, less caring about the people, than in small
countries? Each country can take into account groups of a certain size
compared to the whole but not any smaller, so in big places even big
notable groups of people get squeezed seemigly without any reason. The
only suitable form of goverment would seem to be loose one, maybe a
philosophical perspective that all agree about, but the practical
arrangements could vary from place to place. (Like in the European
Union - I just learned - what a law means, is used for varies from
place to place, so giving the same laws to all makes a varying kind of
practise - just the opposite of what is meant.)
The only ruler that I come to think of that would gain the people's
approval, is school teachers: kind of what we are all taught, which we
are familiar with and agree about and which truly seeks to be moral
toward the small people.
