Or maybe simply as another aspect of the executive. Consider an Electoral 
College in being who had as it's narrow function the impeachment or lesser

censures of a president.

 So in the case of a Nixon or Clinton or Johnson rather than Congress
having 
this role the EC does. Given that the EC will be at least initially 
pre-disposed to be sympathetic to the president this would be a dissuasion

to pernicious use of the EC.

 I am not suggesting this would be superior to the current system but as a

what-if it has possibilities.
