J. Edgar Hoover pretended he was not America's top cop and in fact denied 
that the FBI was a police agency. That was in 1964 when re****ters asked
him 
if agents would protect civil rights workers like those recently murdered
in 
Mississippi. Hoover explained to a bewildered nation that his agency was
not 
a ploice force. Wonder what all the guns, handcuffs and badges were for.
