On Feb 5, 1917, the New York Times re****ted a speech by William Jennings
Bryan, in which he made the interesting observation that, even should a
European power declare war on the US, the latter still need not
necessarily
fight unless/until actually attacked. It would not be necessary to send US
troops abroad simply because a European power had declared war. This
sounds
a lot like the "defensive war only" scenario of this thread.
Bryan also said that he believed in freedom of the seas, and that "when
nations fight, they should not do so on the public highway of the seas,
where passers-by may be hurt", but that "it might be better tem****arily to
waive our rights, until the passions of the warring nations are less
high - - We might better keep our ****ps out of the danger zone than take
our
country into war".
Clearly, this is Bryan, not Marshall, so doesn't necessarily prove
anything
about what the latter would do. However, both were Midwestern Democrats
of,
initially at least, strongly neutralist views, and back at the time of the
_Lusitania_ notes Marshall's attitude wan't far from Bryan's. So maybe - -
