In January 1941, the Italian forces in
Libya were in rout, having been completely
defeated at Sidi Barrani. Tobruk fell
on 1/21/41, and on 2/7/1941 the fleeing
Italians were defeated and trapped at
Beda Fomm.
The oldest OTL oil well in Libya is about
150 km S of the Gulf of Syrtis. The British
attack stalled out at the south edge of
the Gulf; close enough to prevent any oil
ex****ts, and probably close enough to overrun
the oil field if it was known - which it
would be. (Most Libyan Arabs despised the
Italians, and were extremely helpful to
the Allies. Major Vladimir "Popski" Peniakoff
operated for months in Axis-occupied Cyrenaica,
with essentially no difficulty from the Arabs.
At one point, he was hiding about 100 escaped
PoWs from Italian search parties.)
